Government questions...?

wow...sean roberts kknows his stuff. the only thing i can add is that the number of reps (#13) likely will cahnge only every 10 years. population is based on what>????? the census, and it is taken only every 10 years so from that point, it would change at that interval (unless some huge event took place to radically alter the number of peeps here)?????
