PSAT/SAT II score questions?

I got a 204 on the PSAT. How does this look overall? I'm not really sure how this is, but I want to know if this will get me into a community college or state school like Framingham State, that's where my dad and cousin went. I got 97th percentile, but I don't really understand what that means. I've never understood the government's crazy scoring systems! I know what a percent is, but whatever in the world is a percentILE? Can somebody help me? My friend told me my score is not very good, but I don't really know. Also, I got a 700 on my Biology SAT II, but I don't know how to calculate my SAT scores from my SAT II! What should I do? I have a GPA of 3.7, but I don't understand why sometimes your GPA is out of 4.0 and sometimes is out of 5.0! Why does the government do all these crazy things!?!?!?!?
