Does "money play too big a role" in IA?

I may have a bit stronger opinion if any of us knew where the money actually went but I do think it's a factor. The adoption we did in India cost us all of the equivalent of $800 US ($1000 Cdn at the time) and to do the same adoption, same child, same everything but from Canada back then would have cost us $25,000+.
